What do the spam filter options mean?
 
Enable Spam Blocking
This option MUST BE CHECKED in order for any of the other options to work.  In addition, it blocks email addresses from a list of known spammers. 
 
Enable Smart Matching
Will examine text inside emails and attempt to determine whether it is spam or not.
 
Allow Turkish Language, Allow Russian Language, Allow Chinese Language, Allow Japanese Language, Allow Korean Language and Allow Garbled Characters.
Disallow any emails that contain the selected languages.
 
Block extremely Rogue Sites
These sites only exist to spam. They cater to spammers or are otherwise major contributors to spam. Their business model is spam.
 
Block possible business spam
These are small operation businesses that spam. They may or may not really have customers or even be a real business. In other words, they're unconfirmed businesses that spam.
 
Block legitimate business spam
These are real companies that your users may or may not have to do business with.
 
Block ISP's whos known customers are spammers
These are ISP's whose known customers are spammers and either openly allow spamming or have a long-documented record of not taking action against their customers when those customers spam.
 
Block ideological spam (political, religious, etc)
People or organizations that spam for political, religious or other ideological causes (eg: The KKK, Born again Christians, Scientologists)
 
Block mass emailing providers
These companies provide spam( "bulk email service") for other companies and who don't verify that the email is sent to people who requested it.
 
Block fraudulent spam
Spam that attempts to defraud people of their money. Like the Nigerian 4-1-9 advance fee fraud, pyramid schemes, etc.
 
Block small-fry spammers
Sites that spam, but aren't a big concern cause they don't spam enough to warrant it.
 
Block spam mailer software
There is a class of email software that is specifically designed to get around isp spam restrictions by delivering directly to either known open relays or to the end destination. They leave behind clues in the headers that identify them. The only reason anyone would be sending using this software is to spam (in most cases illegally).
 
Block on generic spamlike headers
This option turns on blocking of things like attempted SMTP exploits, missing header information (indicative of spam), bad To: From: Cc: Reply-To: addresses and invalid IP addresses.
 
Block on open SOCKS relays
This option checks for email coming from open SOCKS proxy servers that get around blocking of port 25 outgoing on dial-in lines.
 
Block mass-mailer software
This will block on mass emailers, they aren't always used for spamming but usually are.
 
Block from irresponsible ISPs
Blocks ISPs and NSPs that host a lot of spam sites and ignore it. They also have non-spamming customers, so legitimate email comes from these sites as well.
 
Block old spamming sites
Former spam sites that have stopped spamming. After 6 months these sites are removed completely from spambouncer's lists.
 

Block common From: header forgeries
Checks for forgeries on specific domains that spammers often forge. This is the biggest problem for microsoft.com/hotmail.com/msn.com and other large freemail/web based email services for your customers.  (More often than not this rule was blocking good email and not bad email.)
